The Customs (Tariff and Miscellaneous Amendments) Regulations 2025

This instrument makes amendments to subordinate legislation previously made under the Taxation (Cross-border Trade) Act 2018 (“TCTA”), which provided for the United Kingdom’s Customs, Value Added Tax (“VAT”) and Excise regimes to be in place after the end of the Transition Period following the withdrawal of the United Kingdom (“UK”) from the European Union (“EU”).

The Companies Act 2006 (Recognition of Third Country Qualifications and Practical Training) (Amendment) Regulations 2025

These Regulations revoke and replace provisions in section 1221 of and paragraph 9(4) and (5) of Schedule 11 to the Companies Act 2006 (c. 46) which relate to the approval of a third country audit qualification and the requirement for a minimum level of practical training for recognition of a professional qualification.

The Electronic Communications (Networks and Services) (Designated Vendor Directions) (Penalties) Order 2025

The Secretary of State has the power under the Communications Act 2003 (as amended by the Telecommunications (Security) Act 2021) (“the Act”) to impose a penalty on a public communications provider (“provider”)1 who does not comply with a designated vendor direction or related compliance plan. This instrument makes provision in relation to the calculation of such a penalty, which may, in the case of contravention of a designated vendor direction, be up to 10% of the provider’s turnover. This instrument specifies the relevant elements of a provider’s business that are to be taken into account for the purpose of calculating turnover.

The Companies (Directors’ Remuneration and Audit) (Amendment) Regulations 2025

This instrument has two purposes. First, it repeals most requirements relating to the reporting of directors’ remuneration by quoted companies1 that were added in 2019 to implement part of a European Union (EU) Directive – EU 2017/828, known as the revised Shareholder Rights Directive2. The requirements are being repealed because they overlap considerably with directors’ remuneration reporting requirements that the UK introduced before 2019 and which continue in force.

The Road Vehicles (Construction and Use) (Amendment) Regulations 2025

This instrument will amend the Road Vehicles (Construction and Use) Regulations 1986 (S.I. 1986/1078) (“the 1986 Regulations”) to allow hydrogen powered Non-Road Mobile Machinery (NRMM) (e.g. diggers and other mobile construction machinery) and agricultural vehicles (e.g. tractors) to be driven on the road, provided they meet minimum safety requirements.

The Environment Act 2021 (Commencement No. 10) Regulations 2025

Commencement 10. Regulation 2 brings into force on 1st May 2025 specified sections of the Act.
Section 98 of, and paragraphs 1 and 2 of Schedule 14 to, the Act insert Schedule 7A into the Town and Country Planning Act 1990 (c. 8) (“the 1990 Act”) (together with section 90A which introduces it). Schedule 7A to the 1990 Act makes provision for a statutory condition to apply to all planning permissions granted in England, subject to a power to grant exceptions. The condition is intended to ensure the biodiversity gain objective is met. The provisions in Schedule 7A to the 1990 Act are commenced so far as they relate to planning permissions granted on application made under Part 13 of the 1990 Act.

The Environment Act 2021 (Commencement No. 3) (Wales) Regulations 2025

These Regulations bring into force specified provisions of the Environment Act 2021 (c. 30) (“the Act”). These are the third commencement regulations made under the Act.

The Export Control (Amendment) Regulations 2025

The 2025 Regulations also implement changes agreed at international export control regimes, mainly the Wassenaar Arrangement but also the Australia Group, Nuclear Suppliers Group and the Missile Technology Control Regime. The United Kingdom is a participating state of these regimes and is committed to aligning its export control lists with them. Accordingly, the 2025 Regulations make changes to the list of items subject to export controls in the 2008 Order and the assimilated Dual-Use Regulation, adopting domestic drafting preferences where appropriate.

The Furniture and Furnishings (Fire) (Safety) (Amendment) Regulations 2025

The SI will also remove the requirement for businesses to attach a display label in order for new products to be supplied and extend the period in which enforcement. The Statutory Instrument (SI) will amend the Furniture and Furnishings (Fire) (Safety) Regulations 1988 (FFRs). It will amend the scope of the legislation to remove a number of specified baby and children’s products, meaning that the fire safety of those products reverts to being regulated under the General Product Safety Regulations 2005. Authorities can institute legal proceedings from six to twelve months.
