The Online Safety Act 2023 (Commencement No. 5) (Revocation) Regulations 2025
These Regulations revoke the Online Safety Act 2023 (Commencement No. 5) Regulations 2025 (“the Commencement Regulations”), which would have brought into force provisions of the Online Safety Act 2023 (“the Act”) requiring certain providers of regulated user-to-user services to report child sexual abuse and exploitation content to the National Crime Agency.
As a result, the provisions of the Act listed in regulation 2 of the Commencement Regulations, will no longer come into force on 3rd November 2025.

The Financial Services and Markets Act 2023 (Commencement No. 11 and Saving Provisions) Regulations 2025
Section 1 of the Act revokes and repeals assimilated law referred to in Schedule 1 to the Act. These Regulations bring into force section 1(1) of the Act so far as it relates to the revocation of certain provisions referred to in Schedule 1 to the Act.

The Motor Vehicles (Driving Licences) (Amendment) (No. 5) Regulations 2025
This instrument amends the Motor Vehicles (Driving Licences) Regulations 1999 (“the 1999 Regulations”) to allow holders of Group 2 licences (bus and lorry drivers) with diabetes to monitor their glucose levels by using more advanced technology, instead of blood glucose testing, which was previously mandated as the only accepted method of glucose monitoring. All other requirements for Group 2 licence holders remain in place.

The Vehicle Emissions Trading Schemes (Amendment) (No. 2) Order 2025
This instrument amends the Vehicle Emissions Trading Schemes Order 2023 (the VETS Order)1. It introduces additional regulatory measures to support manufacturers.The VETS Order consists of four trading schemes that implement a zero emission vehicle (ZEV) mandate and a carbon dioxide (CO2) standard for new cars and vans registered in the UK. To meet the targets set out in the trading schemes, manufacturers are given flexible routes for compliance, such as borrowing allowances from future years, converting allowances between the trading schemes, and the ability to earn bonus credits.

The Road Vehicles (Type-Approval) (Amendment) (No. 3) Regulations 2025
This instrument amends assimilated law on road vehicle type-approval1 to set the minimum technical standards for vehicles to ensure that vehicles are designed to incorporate effective cybersecurity management systems throughout their life, and that software updates are issued safely. Specifically, it mandates two United Nations Economic Commission for Europe (UNECE) Regulations, namely, UN (United Nations) Regulation No. 155 on cyber-security and cyber-security management systems (“R155”) and UN Regulation No. 156 on software updates and software update management systems (“R156”) for new vehicles seeking type-approval through the Great Britain (GB) type-approval scheme for road vehicles.

The Companies and Limited Liability Partnerships (Annotations, Application and Modification of Company Law and Consequential Amendments) Regulations 2025
This instrument introduces a duty for the registrar to place a note (or ‘annotation’) on the register to display where individuals have completed identity verification checks. These annotations will indicate whether an individual listed as a company director (or equivalent for other entities) or person with significant control (PSC) has complied with identity verification requirements introduced by the Economic Crime and Corporate Transparency Act 2023 (ECCTA 2023).

The Financial Services and Markets Act 2023 (Mutual Recognition Agreement) (Switzerland) Regulations 2025
The Financial Services and Markets Act 2023 (Mutual Recognition Agreement) (Switzerland) Regulations 2025 make changes to UK legislation to implement the UK’s commitments in the Agreement between the United Kingdom of Great Britain and Northern Ireland and the Swiss Confederation on Mutual Recognition in Financial Services (the Agreement). The Agreement was signed in December 2023 and is commonly referred to as the Berne Financial Services Agreement (BFSA). Specifically, the regulations will enable Swiss investment services firms to supply cross-border services to certain UK clients, including sophisticated high net worth clients.
